Why: On August 8, 1905, Russian and Japanese diplomats arrived in Portsmouth to negotiate an end to "World War Zero" -- a bloody land and sea war fought in Manchuria. After 30 days of formal and informal negotiations, the diplomats signed the Portsmouth Peace Treaty on September 5, 1905.
